Book excerpt: "In the Fall of 1976, the Board of Trustees of the Baltimore County Community Colleges charged the Presidents of the three colleges with the responsibility to study and make recommendations for the long-range development of the Baltimore County Community College System. This charge included the formalization of a ten-year Master Plan. Tow previous studies had been undertaken, one in 1968 and another in 1974.
