It is a matter of regret, that by reason of an incompetent stenographer we are unable to present the interesting discussions that followed the readings of papers, with a few exceptions, in which cases the manuscript was furnished by those taking part in the debates. As the admission of the Republic of Mexico to representation in the Association at the Charleston meeting marks an era in sanitary progress, we have incorporated in this volume the report of the Mexican delegates to their government, in Spanish. The List of Members, and the Sanitary Authorities of the United States, Canada, and Mexico, have been revised to date.
