Among other things, SBREFA requires that, before publishing a notice of proposed rulemaking that may have a significant economic impact on a substantial number of small entities, the EPA & OSHA are to convene a small business advocacy review panel for the draft rule. This report examines EPA's & OSHA's implementation of SBREFA's advocacy review panel requirements.
