Book excerpt: This study documents and analyzes the impact of a central labor council's efforts on the improvement of the wages, hours, and conditions of employment for county and municipal employees in that council's service area. The methods utilized by this central labor council to accomplish this goal are analyzed in light of its leadership, its ability to operate politically within the framework of county and municipal government, Texas laws governing public employee unionism, and rises and falls of its economic stability. After introductory and review of literature chapters, a documentation of the environmental framework within which the central labor council operated is provided. Texas laws governing public employee labor relations provide the substance for intermediate chapters while describing the organizational structure of the two partners for the purposes of this study--the national AFL-CIO as it pertains to local and state central labor bodies, and Texas municipal and county government. Following chapters provide a documentation of the history of county and municipal unionism after the 1957 merger of the local AFL and CIO bodies to form the Tarrant County Central Labor Council.
