Foremost, they are a more cost-effective way of meeting increased student demand than building costly comprehensive full-service campuses. Educational centers also promote shared facility use and intersegmental collaboration, which enables higher education systems to use resources more efficiently. Educational centers can increase learning productivity because students can spend more time engaged in learning and less time traveling to classes at a main campus. Public colleges and universities can also use educational centers to expand access in rural and remote areas. Rural centers are especially beneficial when universities and community colleges have large service areas that include significant rural and remote areas. This report clarifies the California Postsecondary Education Commission's review process, and provides analyses supporting a recommendation that further study be undertaken jointly by the Commission and the Chancellor's Office before proposed revisions to regulations governing community college educational centers are finalized. The proposed revisions would impact the full-time equivalent student (FTES) threshold for educational centers, and exceptions to that threshold. Calculating FTES for Educational Planning Purposes is appended. (Contains 3 figures.).
