It implements policy, assigns responsibilities, and provides specific procedures for management of the DoD Forms Management Program. This Manual applies to: OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the "DoD Components"). The creation, coordination, printing, control, revision, cancellation, distribution, and use of forms within the Department of Defense; the processing and use of exceptions to existing forms; and the management of all forms regardless of medium (paper or electronic) or designation (data elements or fields, format, or information management tools). These forms include DoD (DD) Forms, Standard Forms (SFs), Optional Forms (OFs), and DoD Component forms (e.g., Secretary of Defense (SD) and Department of the Army (DA) Forms).
