Social exclusion will only be overcome inglobal water and sanitation efforts if all actors at all levels explicitly address discrimination and inequalityand proactively facilitate participation which redresses underlying unequal power dynamics. This paperfocuses on gender transformation in water and sanitation, as one key aspect of social inclusion.
