Book excerpt: Sustainable Development Goal 6 (Goal 6) to ?ensure access to clean water and sanitation for all'requires explicit attention to social inclusion. Achieving universal access to safely managed water andsanitation will only be reached if the needs and rights of the most marginalised are prioritised. Inequality, discrimination and social exclusion occurs in all societies and is often experienced by women, culturalminorities, youth, people with disabilities, older people, transgender and intersex people, poorest of thepoor, people considered low-caste, and indigenous peoples. Social exclusion will only be overcome inglobal water and sanitation efforts if all actors at all levels explicitly address discrimination and inequalityand proactively facilitate participation which redresses underlying unequal power dynamics. This paperfocuses on gender transformation in water and sanitation, as one key aspect of social inclusion. Thispaper explores the critical connection between gender and water and sanitation and water governanceinstitutions and arrangements for the benefit of all people.
