This debate reveals as acutely as possible the conflict between generally accepted Canadian multicultural and egalitarian social values and the libertarian value of freedom of expression. There have been cases under both the Criminal Code and the Canadian Human Rights Act. This paper discusses the law in place at the federal level and the arguments for and against applying legal sanctions to hate propaganda.
