Available in PDF, EPUB and Kindle. Book excerpt: Inclusionary zoning is an increasingly popular and controversial tool for creating affordable housing. More than 500 jurisdictions have inclusionary zoning ordinances. Despite the popularity of inclusionary programs nationwide, research on the subject is largely fragmented, and there is a real dearth of empirical research to support policymakers in their decision to implement inclusionary housing. Specifically, cities lack sufficient information about the most successful policy structures and the environment to which they are best suited. This study addresses that gap, exploring the extent to which more flexible inclusionary housing programs in California produce more affordable housing.
