He continues with Paul Robeson and lists all of the local accomplishments of Mayor Usry. Governor Kean tells his listeners that urban mayors have one of the toughest jobs in American politics today. The heart of his speech centers around how can the conference attendees make our cities great again? His philosophy is a combination of cooperation and new ideas. He urges the mayors to utilize the urban enterprise zone program to attract more business to New Jersey and the cultural arts to attract more jobs and investment. These and other innovative suggestions, he states, relies heavily on state and local cooperation.
