Book excerpt: Mr. Kean called the "Governor's Management Improvement Program" 'the most comprehensive and far-reaching analysis of state government ever undertaken'' when it was begun in June 1982. This short speech by Governor Kean was made to thank the 250 executives from 200 participating corporations representing a wide spectrum of political opinion, thus insuring nonpartisan reports. Among the recommendations by the management study group that Mr. Kean said he will circulate among department heads for comment are proposals to: retain automatic pay increases for only the lower-level jobs in state government and make managers earn their increases; reduce the number of sick days from an automatic figure to the number actually needed; reduce the state's 100 per cent share of teachers' pension costs. revamp education-aid formulas to reduce the state's share. The management plan also calls for capping future increases in the ''life- line'' program, which helps the elderly pay their utility bills, and for increasing the amount that eligible elderly people must contribute under a state program that helps pay for prescriptions.
