Book excerpt: SEMATECH proponents argue that the SEMATECH consortium model represents future government-industry consortia. This thesis examines the Semiconductor Manufacturing Technology Initiative (SEMATECH). Analysis of SEMATECH includes: (1) its dissection as a consortium and as a government- industry venture; (2) the impact of SEMATECH on both semiconductor research and development (R&D) and the American chipmaking industry; and (3) the political implications of SEMATECH. SEMATECH is funded through the Advanced Research Programs Agency (ARPA). Federal support of the semiconductor industry via the ARPA seems incompatible with Department of Defense interests. There are instances when federal support of R&D is justified. It seems doubtful that the semiconductor industry is one of those instances, but if it were, SEMATECH would not be the best way to channel government support. Ibis thesis shows that SEMATECH is not responsible for the turnaround of the semiconductor industry; that SEMATECH is not an appropriate model for government-industry partnerships; and that federal funding of SEMATECH should cease.
