It has been the policy Of the. Trustees since the establish ment Of the institution under the act Of the legislature in 1877, to expend from the surplus income such sums in improving the buildings and their appliances as were neces sary to secure healthful, comfortable and convenient sur roundings for those entrusted to their charge. In pursuance of this plan the entire surplus revenue Of the past year, amounting to about has been used in improving the buildings.
