The Board are, however, unable to contemplate the capacity of the works with the same amount of satisfaction, and a large portion of their report will be given to requests for the en largement of the high service and the further development of the Sudbury-river system. Even if the present enormous consumption of water 1s successfully checked by a meter sys tem, it would still, in the Opinion of the Board, be the part of a wise foresight to begin the construction of the works.
