Book excerpt: Transatlantic convergence of financial regulation has not made significant progress despite the considerable financial links between the United States and Europe. The changing structure and dynamic of global securities markets calls for new approaches to securities regulation. The SEC blueprint initiative represented such an approach. The initiative was geared to increasing the SEC's scope of authority in globalized and dynamic markets, but was one-sided and did not necessarily represent an international approach to globalized securities markets. The paper calls for coordinated international efforts to regulate globalized markets.
